Understanding Florida’s scholarship gateways

Applying for a state-supported K–12 scholarship in Florida begins with understanding how the state’s scholarship programs are administered. Unlike traditional public school enrollment, Florida’s scholarships are not managed directly by local county school district offices or through the central administrative desk of the Florida Department of Education (FLDOE).

Instead, Florida law establishes a decentralized administrative framework:

  • The Florida Legislature authorizes scholarship programs and establishes eligibility criteria by statute.
  • The FLDOE oversees regulatory compliance and approves nonprofit administrative partners.
  • State-approved nonprofit Scholarship Funding Organizations (SFOs) handle family applications, verify records, determine eligibility, and manage scholarship distribution.

What is a Scholarship Funding Organization (SFO)?

An SFO is a state-approved 501(c)(3) nonprofit entity established under Section 1002.395 of the Florida Statutes. SFOs receive state allocations and eligible contributions to administer educational scholarships for Florida schoolchildren. When you apply for a scholarship — whether for private school tuition or an Education Savings Account (ESA) — you submit your application through an SFO’s digital portal rather than through your local school district.

The administering SFOs: Step Up For Students and AAA

For Florida’s primary parent-directed and private school choice scholarships — including the Personalized Education Program (PEP), the Family Empowerment Scholarship for Educational Options (FES-EO), the Family Empowerment Scholarship for Unique Abilities (FES-UA), and the Florida Tax Credit Scholarship (FTC) — two organizations administer programs statewide:

  1. Step Up For Students (SUFS): Administers primary scholarship programs across all 67 Florida counties through its Education Market Assistant (EMA) portal.
  2. AAA Scholarship Foundation (AAA): Operates statewide across Florida, administering PEP, FTC, FES-EO, and FES-UA through its Scholarship Management Platform (SMP).

Note: Sunshine State Kids is also listed on FLDOE’s official SFO directory index; confirm programs directly with the organization.

The statutory role of FLDOE vs. SFO administration

Florida law divides responsibilities between the state agency and the nonprofit administrators:

  • Florida Department of Education (FLDOE): Establishes statewide administrative rules, tracks overall program capacity, verifies SFO operating standards, and enforces statutory compliance under Chapter 1002, F.S. FLDOE does not process individual family application forms or issue portal logins.
  • Scholarship Funding Organizations (Step Up & AAA): Build and maintain secure family portals, verify residency and student identity documents, calculate award eligibility based on statutory criteria, issue formal award notifications, and maintain digital accounts or reimbursement rails.

Step-by-step application roadmap

Navigating the application process is straightforward when parents follow a structured roadmap. Preparing your paperwork before creating your digital account prevents session timeouts and avoids manual review holds.

Step 1: Gather required verification documents in advance

Before opening an online portal, assemble clear digital copies (PDF files or clear photos) of required household and student documentation. SFOs strictly verify eligibility criteria established by Florida statute:

  • Proof of Florida residency: Acceptable records typically include a current utility bill (electric, gas, water, or cable/internet bill dated within 60–90 days), a valid Florida driver’s license or state ID card, a formal residential lease agreement signed by landlord and tenant, or a current property tax statement or homestead exemption record. The name and residential address must match the primary parent or guardian applicant.
  • Proof of student age and identity: Official state-issued birth certificate or valid passport showing the child’s full legal name and date of birth. Compulsory attendance in Florida applies to children who turn 6 on or before February 1 of the school year.
  • Prior educational records: Most recent report card, official transcript, withdrawal form from a Florida public or private school, or prior-year annual evaluation (for former home education students).
  • For Unique Abilities scholarships (FES-UA): Parents submit documentation required by the SFO and program rules. Confirm current FES-UA document requirements directly with your chosen SFO. Tools for Education does not list, interpret, or evaluate program documentation.
  • Guardianship records (if applicable): Formal court-ordered custody decrees or legal guardianship documentation if the applicant is not the natural parent listed on the birth certificate.

Step 2: Choose your administering SFO gateway

Florida families may submit their scholarship application through either Step Up For Students or AAA Scholarship Foundation. Both organizations operate under identical Florida statutory rules and offer identical legislative funding formulas.

The single-funding statutory rule: You may explore options, but Florida law strictly prohibits dual funding. A student may receive scholarship disbursements from only one SFO during a single school year. If you apply through both SFOs and receive award notices from both, you must formally accept one and decline or cancel the other before funds are disbursed.

Step 3: Register your digital portal account

Both SFOs manage applications through proprietary digital management portals:

  • Step Up For Students: Account creation takes place within the Education Market Assistant (EMA) portal at the Step Up logins gateway. Use a permanent, secure personal email address that you monitor regularly and complete multi-factor authentication (MFA).
  • AAA Scholarship Foundation: Account creation takes place within the Scholarship Management Platform (SMP) via the AAA Florida parent gateway.

Step 4: Complete household & student profiles and upload records

Once authenticated in your chosen portal:

  1. Household profile: Enter parent/guardian demographic details, legal residential address, and contact information.
  2. Student profile: Add individual profiles for each applying child. Ensure names and birthdates match identity documents exactly.
  3. Program selection: Select the desired scholarship path: Personalized Education Program (PEP), Family Empowerment Scholarship for Educational Options (FES-EO), or Family Empowerment Scholarship for Unique Abilities (FES-UA).
  4. Document upload: Attach your pre-scanned files to the corresponding upload fields. Verify that uploads are uncropped, readable, and right-side up.

Step 5: Monitor review status & await award notification

After submitting your application, your file enters the SFO verification queue:

  • Status stages: Dashboards typically reflect stages such as Submitted, Under Review, Action Required / Incomplete, Eligible / Awarded, or Waitlisted.
  • Responding to inquiries: If an SFO reviewer requests clearer documentation, they will issue an email notice and place a request for information (RFI) hold in the portal. Check your email and portal messages promptly.
  • Award notification: Once eligibility is verified and state funding allocation is confirmed, the SFO issues an official award notification letter inside the portal dashboard and via email.

What happens after you are awarded?

Receiving an official award notification marks the transition from applicant to active scholarship participant. To activate and maintain funding, families complete three operational milestones:

1. Formal award acceptance window

When an award letter appears in your portal, you must formally accept the award within the designated timeframe specified by your SFO. Failing to accept an award within the portal window can result in the forfeiture of your allocated scholarship seat.

2. Program-specific next steps

Depending on which scholarship path you have been awarded, next steps vary:

  • Personalized Education Program (PEP):
    • Parents develop and submit an annual Student Learning Plan (SLP) through the SFO portal, outlining learning goals and instructional strategies.
    • Families arrange for their child to complete an approved annual norm-referenced assessment by the end of the school year and submit scores to the SFO.
    • District transition: If your child was previously enrolled in a Florida public school or registered under Florida’s district Home Education statute (s. 1002.41, F.S.), you must submit a written termination notice to your county school district. See our guide on transitioning between Home Ed and PEP.
  • Family Empowerment Scholarship for Educational Options (FES-EO): Families enrolling in a private school select a participating school and authorize tuition transfers within the portal.
  • Family Empowerment Scholarship for Unique Abilities (FES-UA): Families choose between participating private school tuition payment or maintaining an active ESA for authorized educational expenses.

3. Onboarding to purchasing rails & spending rules

Once the scholarship account is established and funded:

  • Parents access spending mechanisms through the official portal (EMA for Step Up or SMP for AAA).
  • Educational spending must strictly follow the official SFO Purchasing Guide and Florida statutory guidelines. Eligible expenditures include instructional materials, curriculum, standardized testing fees, and authorized instructional services (such as tutoring).
  • All purchases made through direct-pay digital catalogs (such as MyScholarShop) or parent-submitted reimbursement claims must be verified and approved in accordance with SFO program rules.

We do not list scholarship award amounts on this hub. The Florida Legislature sets funding annually; confirm current eligibility, award details, and purchase rules in your SFO portal.

Common pitfalls and how to avoid them

Pitfall 1: Applying to multiple SFOs simultaneously without declining one

Under Florida statute, a student can receive state funds from only one SFO. If both SFOs approve your application, state allocation systems will flag the dual record. You must actively accept funding with your preferred SFO and formally decline or cancel the application with the second SFO to prevent disbursement holds.

Pitfall 2: Address and name discrepancies on residency documents

A leading cause of delayed application review is mismatched residency documentation. Ensure the utility bill, lease, or driver’s license precisely matches the primary applicant’s legal name and physical Florida street address. Avoid PO boxes and maiden-name mismatches.

Pitfall 3: Failing to formally terminate district Home Education (for PEP)

A student cannot be simultaneously enrolled in Florida District Home Education (s. 1002.41, F.S.) and the Personalized Education Program (s. 1002.395, F.S.). Receiving a PEP award does not automatically close your county district file. Submit a written Notice of Termination to your county district once PEP is accepted.

Pitfall 4: Misunderstanding application cycles and processing windows

Application launch dates, priority renewal periods, and waitlist procedures vary across school years. Submit applications during the earliest open window, verify that all supporting files are accepted, and monitor your email and portal accounts regularly. Confirm live application status in your SFO portal; a dated snapshot on this hub is not a standing open or closed rule.

FAQ

Can I apply through both Step Up For Students and AAA?

You may submit applications to both organizations to explore options, but Florida law strictly prohibits dual funding. A student may receive scholarship disbursements from only one SFO during a school year. If awarded by both, you must accept one and cancel the other.

Do I apply for scholarships through my local school district or FLDOE?

No. School districts and the Florida Department of Education do not administer or process scholarship applications. Applications are processed entirely through state-approved Scholarship Funding Organizations (Step Up For Students or AAA Scholarship Foundation).

What is the difference between applying for PEP and registering for Home Education?

District Home Education (s. 1002.41, F.S.) is parent-funded and registered with your county school district superintendent via a Notice of Intent. PEP is a state-funded Education Savings Account scholarship (s. 1002.395, F.S.) administered through an SFO. Florida law does not allow simultaneous enrollment in both.

How much is the scholarship award?

We do not list scholarship award amounts on this hub. The Florida Legislature sets funding annually; confirm current eligibility, award details, and purchase rules in your SFO portal.

Are application deadlines permanent?

No. Application cycles, priority windows, and capacity caps vary across legislative sessions. Confirm live application status directly in your SFO portal.
