Florida Scholarship Receipts & Record Keeping: Stay Organized for Reimbursement
Paying out of pocket for your Florida scholarship student and asking for reimbursement? This page is about staying organized: what the Step Up For Students Personalized Education Program (PEP) Family Handbook says an invoice or receipt and proof of payment should show, how that handbook describes review, and a few tool-neutral organizing tips. PEP is a scholarship account administered by a Scholarship Funding Organization (SFO) — Step Up For Students or AAA Scholarship Foundation. It is separate from district home education.
Confirm current invoice requirements and reimbursement rules with the Florida Department of Education and your SFO. Tools for Education does not approve, verify, or predict reimbursement, does not name, rank, or endorse any curriculum, publisher, app, or store, and does not list award amounts.

Why organization matters
Families who pay for eligible items or services out of pocket can ask to be reimbursed from the student’s scholarship account. Incomplete documentation can lead to a request being placed On Hold or denied. The Step Up PEP Family Handbook says Step Up may request additional documentation or clarification during review and notifies the parent by email at the address in EMA.
The SFO reviews reimbursement requests at the time of submission. This hub does not describe an annual parent audit, because neither Florida statute nor the SFO handbook we used for this guide states one.
How you pay — marketplace, provider finder, or reimbursement — lives on a different page. Deadlines that apply to FES-UA prior-year receipts also live on a different page. This page stays on paperwork and organization. See Related guides on this hub.
Tools for Education is an independent information hub. We are not the Florida Department of Education and not a Scholarship Funding Organization. Confirm eligibility, invoice requirements, and reimbursement rules with FLDOE and your SFO. This hub does not approve, verify, or predict reimbursement payment. Reimbursement decisions are made solely by the SFO upon review of submitted documentation.
What the handbook lists per purchase
The document list below is from the Step Up For Students PEP Family Handbook (web, 2026–27, last modified September 16, 2026), in the section on submitting reimbursement supporting documentation. If your student is on FES-UA, or your account is with AAA Scholarship Foundation, confirm invoice requirements and reimbursement rules in your own SFO handbook and portal. This page does not treat the PEP handbook as a rulebook for every scholarship.
Step Up says it requires specific documentation. Present two pieces together when you submit:
- an itemized invoice or receipt with a clear breakdown of costs, and
- proof of payment.
Keeping those two pieces in one file or one folder per purchase is a Tools for Education tip, not an SFO rule.
Invoice or receipt
Invoices and receipts must include a clear breakdown of all costs, such as the base cost, taxes, fees, and the total amount paid. The invoice or receipt should reflect the total amount charged to the payment method. The provider’s name on the invoice or receipt must match their submitted credentials where credentials are required. Handwritten notes or unofficial documents cannot be accepted.
Proof of payment
The handbook lists proof of payment as:
- a receipt with the complete transaction date (MM/DD/YY) and the amount paid, or
- an invoice with the complete transaction date showing it is paid in full — a “paid in full” stamp, the invoice amount and payment amount shown, or a zero balance.
Families confirm any other accepted proof with their SFO. This page does not add document types the handbook does not list.
Instructional materials and curriculum
For instructional materials and curriculum, the invoice or receipt must include the items purchased, the full date of purchase including the year, the amount (item price, subtotal, taxes, fees, discounts, total), and method of payment. If several items are on one receipt, underline or highlight the item(s) the request is for. If possible, buy the item(s) in a separate transaction.
Educational services
For services such as tutoring, lessons, or classes, the handbook lists items such as: the student’s first and last name, the instructor’s first and last name, the type of service, the service period including the year, the service rate, and method of payment. Each category has its own list. Read the handbook section for the category you are claiming. Confirm provider-credential details in that section; this page does not reprint them.
The handbook also describes reimbursement for services paid up to four months in advance, and longer — up to one year — if the provider attests that the services are non-refundable (a signed, dated letter or a published policy). Confirm current advance-payment rules with your SFO.
Payment methods the handbook flags
- Buy now, pay later: reimbursed only for the amount paid at the time of the reimbursement submission.
- Points, gift cards, credits: may only be eligible if the proof of payment clearly shows the cash value of the payment method. If the receipt does not show the full purchase price, only the portion paid with a cash payment method may be reimbursed.
- Cash from private sellers: cash purchases from private sellers not affiliated with a company or institution will be denied.
Florida law also has the parent affirm that the program funds are used only for authorized purposes serving the student’s educational needs, as described in paragraph (6)(d), and that they will not receive a payment, refund, or rebate of any funds provided under this section (s. 1002.395(7)(b)2.a., F.S.).
How review works
The review facts in this section are from the Step Up PEP Family Handbook (reimbursement timeline and reimbursement process). They are not stated here as AAA or FES-UA rules. Confirm current steps in your own SFO handbook and portal.
Step Up reimbursement requests are submitted through EMA. Families should anticipate up to sixty (60) days to be reviewed and processed after all necessary documentation has been received.
Handbook statuses: Submitted, In Review, Complete (a decision is pending), Approved, Denied, On Hold.
On Hold
On Hold means the request needs more information or documentation. Step Up emails the address in EMA. If documents are requested and none are submitted within 30 days, the request is automatically denied and the parent submits a new reimbursement request. If a request is placed on hold, the 60-day review period starts over when the requested information is received.
Denied requests
Step Up gives the denial reason by email. Common reasons listed: incorrect or insufficient documentation, or the wrong category. A parent may appeal a denied request once through EMA, using the red APPEAL button at the bottom of the denied request in the Reimbursements tab. Appeals or resubmissions sent by email or other customer service channels cannot be reviewed. The October 31 FES-UA deadline and EMA appeals in more depth are on a separate guide, linked below.
When the handbook status is Approved
Approved is a status label in the Step Up PEP Family Handbook, not a state or FLDOE approval of a vendor, item, or parent. The handbook says payment is issued from the student’s scholarship account by direct deposit (ACH), PayPal, or check.
Year-specific requests (Step Up PEP, 2026–27)
Reimbursement requests are year-specific. For 2026–27, the handbook says items or services must be purchased with 2026–27 funds between July 1, 2026 and June 30, 2027, and requests for 2026–27 funds must be submitted by July 31, 2027. The handbook also describes some categories that may be purchased before July 1; read the handbook table. Confirm the dates that apply to your student with your SFO.
AAA Scholarship Foundation
AAA families confirm invoice requirements and reimbursement rules in the AAA handbook and the Scholarship Management Platform (SMP). The AAA SMP FAQ names a button on the student dashboard, once the account is awarded and funded: “Click Here to Create New Reimbursement Request.” Messages and document uploads happen inside SMP. This hub does not state an AAA review timeline.
Organizing tips (not SFO requirements)
The steps below are Tools for Education tips. They are not SFO requirements. They are tool-neutral: this hub does not name apps, scanners, cloud services, spreadsheets, or stores.
- Capture the receipt. Save digital invoices as soon as you buy. Scan paper receipts promptly; some paper receipts fade.
- Label it. Add the category you will use in the portal.
- File it. Keep the itemized invoice or receipt and the proof of payment together, one file or folder per purchase. A simple folder structure is school year, then student, then category. A consistent file name can include the date, the vendor or provider, and what it was (for example YYYY-MM-DD, then vendor, then item). Those are placeholders, not a required format.
- Track it. A simple list can include date purchased, vendor, item, category, amount from the receipt, date submitted, claim status shown in the portal, and date paid. Use placeholders only. This hub does not show sample dollar amounts.
- Submit through your portal. For example EMA (Step Up) or AAA SMP. Check your portal and email regularly so an On Hold request is seen within the 30-day window in the Step Up PEP handbook.
Keep your records while you are on the scholarship. No source we used states a retention period (for example a set number of years). Check your SFO handbook and ask a qualified tax or legal advisor.
The PEP Student Learning Plan
The Student Learning Plan (SLP) is part of PEP (s. 1002.395, F.S.). A parent whose student will not be enrolled full time in a public or private school signs an agreement with the SFO. That agreement includes submitting a student learning plan to the organization and revising the plan at least annually before program renewal (s. 1002.395(7)(b)2.c., F.S.).
Florida law defines a student learning plan as “a customized learning plan developed by a parent, at least annually, to guide instruction for his or her student and to identify the goods and services needed to address the academic needs of his or her student” (s. 1002.395(2)(n), F.S.).
The Step Up PEP Family Handbook says the SLP “acts as a guide for educational planning, and it does not determine or limit what the parent or guardian can purchase with scholarship funds.” The handbook also says the SLP must be submitted in order to receive scholarship funding. Confirm current fields and how you submit the plan with your SFO.
This page does not say reimbursement staff compare each receipt to the SLP, and it does not say they do not. The sources do not say.
The SLP is a PEP component. It does not apply to FES-UA on this guide. District home education under s. 1002.41, F.S., uses a different records path (a portfolio the parent keeps). That district topic is not this page.

FAQ
What documents does the Step Up PEP handbook list?
An itemized invoice or receipt with a clear cost breakdown, plus proof of payment. For materials, include the items purchased, the full date including the year, the amount, and method of payment. For services such as tutoring, lessons, or classes, each category has its own list. Confirm the current list in the handbook and in your portal.
Do I have to combine the invoice and proof of payment into one file?
No. Keeping them together as one file or one folder per purchase is a Tools for Education tip, not an SFO rule.
How long can Step Up take to review a request?
The Step Up PEP Family Handbook says families should anticipate up to sixty (60) days after all necessary documentation has been received. If a request is placed On Hold, that 60-day period starts over when the requested information is received. Confirm current timing with your SFO. This page does not state an AAA review timeline.
What happens if a request is On Hold?
The Step Up PEP handbook says the request needs more information. Step Up emails the address in EMA. If documents are requested and none are submitted within 30 days, the request is automatically denied and you submit a new request.
Can I appeal a denied reimbursement?
For Step Up PEP, the handbook says a parent may appeal once through EMA, using the red APPEAL button on the denied request. Appeals sent by email or other customer service channels cannot be reviewed. FES-UA deadline and appeals detail is on the FES-UA October 31 reimbursement deadline and EMA appeals guide.
How long should I keep receipts?
No source we used states a retention period. Check your SFO handbook and ask a qualified tax or legal advisor. A Tools for Education tip is to keep records while you are on the scholarship.
Is this the same as a district home-education portfolio?
No. This page is scholarship reimbursement paperwork. District home education under s. 1002.41, F.S., is a different path with different records. PEP is not a “homeschool scholarship.”
Does the Student Learning Plan limit what I can buy?
The Step Up PEP Family Handbook says the SLP acts as a guide for educational planning and does not determine or limit what the parent or guardian can purchase with scholarship funds. Confirm current SLP rules with your SFO.
Where do I read how to spend scholarship funds?
On the scholarship spend rails guide. This page does not cover marketplace or provider-finder steps.
How much is the scholarship?
We do not list scholarship award amounts. The Legislature sets amounts annually. Confirm yours in your SFO account.
