Returning to Florida public school: how courses are validated
When a student returns to a Florida public middle or high school from home education or the Personalized Education Program (PEP), state rules describe how the receiving school validates courses or credits. PEP is a scholarship account administered by a Scholarship Funding Organization (SFO); it is distinct from district home education.
Confirm current requirements and your student’s situation with the receiving school, district, Florida Department of Education, and, for PEP, your SFO. Tools for Education is an independent information hub, not a school district or state agency. This guide is general information, not legal advice.

The first grading period
Florida Administrative Code Rule 6A-1.09941 names home education and PEP students in its middle grades and high school transfer procedures. The receiving school places the student at the appropriate sequential course level. The rule provides for validation through performance at the receiving school during the first grading period.
For high school, the rule says the student should have a minimum grade point average of 2.0 at the end of that period. For middle grades, the student should be passing each required course at the end of the period. The receiving school applies the rule; this guide cannot promise that every course transfers.
Alternative validation
If first-period performance does not meet the rule’s benchmark, the rule provides alternative validation procedures, determined by the teacher, principal and parent. For high school, six options include a portfolio evaluation, a certified teacher’s recommendation, qualifying coursework, assessments, and a written review of the former program’s criteria. Middle grades have their own alternatives. Ask the receiving school which procedure applies.
If the specified nationally normed subject-area or statewide standardized assessments are required for alternative validation, the rule provides at least 90 days from the date of transfer to prepare for those assessments.
Transfer credit and graduation
Course validation and meeting graduation requirements are separate questions. Section 1003.4282(6), Florida Statutes, addresses transfer grades and credits in Algebra I, Geometry, Biology I and United States History without requiring the corresponding end-of-course assessment for that transfer grade and credit. Diploma assessment requirements still apply, including the grade 10 English Language Arts assessment and Algebra I assessment, subject to the statute’s concordant or comparative scores and other stated exceptions. Ask the receiving school about the student’s graduation plan.
Preparing for the move
- Gather course records and discuss placement and validation with the receiving school.
- Ask about the school district’s student progression plan, alternative procedures, and graduation requirements.
- For district home education, section 1002.41(1)(c) requires a written notice of termination and annual evaluation to the superintendent within 30 days of termination. PEP families should ask their SFO about program steps.
